Ken Toole, Commissioner
Employment Experience
Montana Senator for 6 years, representing central Helena. In the 2005 session served as Chairman of Senate Energy and Telecommunications Committee, Vice Chair of Senate Taxation Committee and Vice Chair Natural Resources Committee.
Founder and Program Director of the Montana Human Rights Network, a human rights advocacy organization dedicated to promoting equality, justice and pluralism.
Founder and Chair of the Policy Institute, a Montana based "think tank" focusing on economic issues including energy, taxation, health care and corporate reform.
Energy Experience
Energy Committee Taskforce, Northern Plains Resource Council during the Colstrip 3 rate case, Represented the Montana Environmental Information Center on the Montana Power Least Cost Planning Committee, and the Major Facilities Siting Act Collaborative, Researched and organized a ballot campaign to allow state purchase of Pennsylvania Power and Light owned Dams in Montana. Sponsored legislation on net meetering, universal system benefits programs, renewable power and Public Service Commission procedure.
